‘The Redheaded Pimpernel’ was a theory which generated a fair bit of interest during the period between the release of Order of the Phoenix and that of Deathly Hallows. The main gist of it was that — unknown to Harry and his friends — Ron’s brother Percy was spying for the Order from within the Ministry.

This story is not based upon that theory. It does not propose that Percy was spying for the Order. It does not propose that Percy was spying for anybody. It does propose, however, that he possessed a highly-functioning conscience.
